À DOUALA, LE MAIRE DE LA VILLE ANNONCE LA CRÉATION D’UNE RÉGIE DE LA PROPRETÉ URBAINE
Cet organe aura pour rôle de solutionner les manquements de la Société d’Hygiène et Salubrité du Cameroun (Hysacam), qui peine à sortir les grandes villes du pays et la capitale économique de l’insalubrité.

Le 21 juillet 2023, le maire de la ville de Douala, Roger Mbassa Ndine a signé un arrêté portant création, organisation et fonctionnement de la Régie de la Propreté Urbaine (RPU), en réponse à l’insalubrité galopante dans la cité économique. Suivant les explications du maire, la RPU est une entité «compétente pour toute action relevant de la collecte des ordures et de l’assainissement du cadre de vie dans la ville de Douala». Dans la pratique, la régie aura pour tâches de planifier et organiser des horaires et des jours de nettoyage et de collecte des déchets dans les zones cibles, le curage des caniveaux, le désherbage des emprises des voiries publiques et ainsi que des espaces publics. Aussi, le nouvel organe se chargera-t-il de sensibiliser, informer et éduquer les populations sur le tri et le recyclage des déchets suivant les modalités fixées par le premier magistrat de la capitale économique du Cameroun.
Un espoir pour les populations
En attendant la mise en œuvre de ce projet dans la ville de Douala, il convient de souligner que la gestion d’ordures ménagères et industrielles dans les métropoles camerounaises reste une épine dans la chaussure du gouvernement. Les actions entreprises tant au niveau du pouvoir central, qu’au niveau des collectivités territoriales décentralisées, se heurtent aux problèmes conjoncturels. Conséquence, les principales villes du pays, notamment Yaoundé et Douala, croulent sous le poids des ordures et des odeurs pestilentielles depuis quelques semaines, au grand désarroi des populations. La société Hysacam, qui opère de façon monopolistique sur le ramassage des ordures sur le territoire depuis plusieurs années, n’arrive plus à satisfaire la demande, en raison de la crise financière qu’elle traverse, et l’explosion démographique. Des rivaux trouvés à cette dernière à l’exemple de Thychlof Sarl pour la ville de Yaoundé, peinent eux aussi à répondre aux attentes. De quoi nourrir sans doute les espoirs des populations de Douala autour de la régie de propreté urbaine annoncée par le maire de la ville.
C’est bien d’amener les concurrents. Est-ce que leurs factures seront alors payées ? Parce qu’Hysacam souffre de la crise financière à cause du non paiement de ses factures, situation qui l’amène à ne plus honorer ses engagements vis à vis de son personnel, les pannes des camions de ramassage ne sont plus réparées. Voilà les raisons. L’argent est le nerf de la guerre. Les belles paroles et promesses ne servent à rien
Très bonne remarque. Peut-être aussi parce que la décentralisation n’a pas encore atteint un niveau d’autonomie telle que la mairie de la ville, en concertation avec les communes, prélève directement une taxe liées au ramassage des ordures par cette régie de propreté.
